Its too costly compared to regular electricity rates and national average.

The reason for the rating in this case is one due to the fact that typically one of the two chargers at this location is non-functional and secondly for the factor that given the cost of energy being charged even if you're a member in the Blink network, it still outweighs the cost of actual fuel for my PHEV vehicle.  I'll only charge here if really needed but overall I try to avoid it if possible due to the high cost.
